Tobias Clement in search of answers from government ministers

Tobias Clement – has asked several important questions in the Lower House

Grenadians might soon get to know the names of the island’s diplomatic representatives abroad serving under the Keith Mitchell-led New National Party (NNP) administration.

Foreign Affairs Minister Peter David was asked to provide the information to Parliament based on a question submitted for his attention by Leader of the Opposition, Tobias Clement, the Member of Parliament for St. George North-east.

The current government has been tight-lipped on giving out the names of many of the accredited Grenada diplomats since returning to power first in the 2013 general election and re-elected back into office in the 2018 poll.

The minister’s own daughter was appointed as Grenada’s accredited Ambassador to China.

Speculation is rife that several of the diplomats are playing a critical role in hunting for foreigners looking to purchase Grenadian passports under the controversial passport-selling scheme known as Citizenship By Investment (CBI).

As a public service, THE NEW TODAY reproduces in full the questions submitted to the Lower House by MP Clement to several government ministers including Prime Minister Mitchell.

QUESTIONS
Honourable Tobias Clement and Leader of the Opposition asked the following questions directed to the Minister for Finance, Dr. the Rt. Honourable Keith Mitchell:

Question No. 1
Can the Minister for Finance provide to the House a detailed breakdown of the COVID-19 stimulus package as follows:

(a)  The list of companies and the amount they received.

(b) The list of the people receiving, and the amount received.

Question No. 2
(a) What was the amount in spending for each Constituency Office for the last two years?

(b) Can you provide the details of the contract that was signed between the Government of Grenada and the contractor who is responsible for the Constituency Offices?

(c) Can a detailed breakdown be given of payment to staff, rental utility and office supply for each office?

Honourable Tobias Clement and Leader of the Opposition asked the Minister for Foreign Affairs, Honourable Peter David, the following question:

Question No. 1
Can the Minister for Foreign Affairs provide to this House a list of all diplomatic status given by the Government of Grenada, their names and place of birth?

Honourable Tobias Clement and Leader of the Opposition asked the Minister for Infrastructure Development, Honourable Gregory Bowen, the following questions:

Question No. 1
Can the Minister for Infrastructure Development and Member for St. George South-East under whose Ministry the Houses of Parliament was constructed, provide a copy of the floor plan to show the destination of the office space provided and the purpose?

Question No. 2
Could a list of Government assets, buildings and lands that were leased or sold from February 2013 to present be provided to this House?

Question No. 3
In the area of the land slippage in Moliniere, a large building was constructed before the land slippage-

(a) Did the Physical Planning Unit grant permission for construction to the owner of that building?

(b) If yes, can you provide to this House a copy of the document granting permission to the owner?

Honourable Tobias Clement and Leader of the Opposition asked the Minister for Education, Honourable Emmalin Pierre, the following questions:

Could the Minister for Education provide to this House a plan for the reopening of schools in September, if it is prudent to do so?

Have additional monies been budgeted for safety measures to be put in place for the reopening and if so, what is the amount?

Honourable Tobias Clement and Leader of the Opposition asked the Minister for Health, Honourable Nickolas Steele, the following questions:

Question No. 1
Could the Minister for Health and Member for St. George South provide statistics on COVID-19 in Grenada as it relates to the following:

(a) The amount of tests that were done.

(b) The number of positive cases that was found.

(c) The amount of test that is available.

Question No.2
Is there any plan in place to test the entire population?

Question No. 3
(a) How long has the Perseverance Dump Site been burning?

(b) Was any action taken to extinguish the flames?

(c) Was an analysis done of the ambiance air quality in the area?

Question No. 4
(a) Did the National Insurance Scheme (NIS) pay to workers, unemployment benefits in the total sum of ten million dollars due to COVID-19?

(b) Is the payment of unemployment benefits part of NIS Charter?

(c) Where did NIS get the monies to make such payments?

(d) Would these monies be deducted from the benefits of the recipients upon retirement?

Honourable Tobias Clement and Leader of the Opposition asked the Minister for Legal Affairs and Carriacou and Petite Martinique Affairs, Honourable Kindra Maturine-Stewart the following question:

The Port facilities in Carriacou have moved from Hillsborough to Harvey Vale-

(a) Are there any plans to return a port facility in Hillsborough?

(b) Are there any plans to move Government administration to Harvey Vale?

(c) Honourable Tobias Clement and Leader of the Opposition asked the Minister for Agriculture, Honourable Yolande Bain-Horsford the following questions:

(a) Can the Minister for Agriculture and Member for St. Andrew South-West provide to the House details of the assets and liabilities held by the GCNA and GCA organizations?

(b) What are the names of the company/companies and people owing monies to these organisations, both foreign and domestic?

Question No. 2
(a) Based on previous year’s earnings, what is the amount of revenue lost by the sour sop farmers and tuna fishermen?

(b) How many of them have received from the COVID-19 stimulus package and what is the amount?

What innovation and plans does the Ministry have for the revitalization of the Agricultural Industry in Grenada?

Question No. 1
Can the Minister for Finance provide this House with the detail of the discrepancy that was discovered by the Ministry of Finance in regards to the disbursements of funds to companies and companies’ disbursement of COVID-19 stimulus funds to employees?

If any corrupt practices were discovered, what steps have the Ministry taken to correct it?

Question No. 3
In cases where monies may have been misappropriated, what measures are taken to recoup those funds?
