The Roman Catholic-created New Life Organisation (NEWLO) at Palmiste in St John is set to receive a significant increase in its monthly subvention from the Congress administration of Dickon Mitchell as announced Tuesday during the approval of the supplementary budget in the Lower House of Parliament.
As part of the newly approved budget, NEWLO’s monthly subvention will see a 33% increase, rising from “EC$75,000 to EC$100,000.00,” effective within the current fiscal year, Finance Minister Dennis Cornwall disclosed during his presentation on the Supplementary Appropriations Bill, 2024.
Minister Cornwall said the increase in funding is vital to support NEWLO’s expanded vocational training programs and operational costs. “This increase is necessary to support the organisation’s expanded programmes and operational costs, ensuring they can continue to provide vocational training and support services,” he told Parliament.
The decision to boost the subvention was reached after the Minister for Education presented NEWLO’s case to the Cabinet, emphasising the need for additional financial resources to sustain its expanding operations. According to the explanatory notes of the supplementary budget, the need for more funding became evident only after the initial budget was finalised.
“The need for an increased subvention became apparent after the budget was initially prepared, as NEWLO presented a case for additional funding to support their expanded programmes and operational needs. The Cabinet’s approval reflects a recognition of these needs and the importance of NEWLO’s role in the plan for the Education Sector,” the notes explained.
Based on the supplementary budget, delaying the additional funding could disrupt NEWLO’s operations, making the case for the increase in subvention very essential. “The expenditure cannot be deferred until next year because the increase in subvention is essential for NEWLO to maintain its operations and support services effectively,” the notes added.
The increase in funding is also expected to assist NEWLO in accommodating the anticipated rise in student enrollment, following the recent passage of the Education Amendment Bill 2024, which raises the age of compulsory education to 18.
In addition to the increased subvention for NEWLO, the government has also requested a grant of EC$1.7 million for T.A. Marryshow Community College (TAMCC) to replenish funds used to meet financial obligations made by the government.
This grant includes additional funds beyond the initially approved EC$1,201,848.50 “to cover a 4% salary increase for faculty and staff for 2023 and 2024.” According to Minister Cornwall, TAMCC has indicated that “an additional EC$500,000 is required due to compounded salary figures for 2023.”
The supplementary budget explanatory notes stated that the initial budget did not account for these compounded salary increases, which were communicated by the college after the 2024 budget had already been prepared.
The increase in NEWLO’s monthly subvention and the additional funds allocated to TAMCC represent a substantial investment in Grenada’s educational infrastructure. These investments are expected to strengthen the quality of education and training available to the nation’s youth, ultimately contributing to a more skilled and capable workforce.
